Don’t budgies, like all parrots, require cages with horizontal bars, so only #3 is a suitable cage?

Hi Thomas. There are ups and downs to both horizontal and vertical bars. For example, for birds that like to fly, the vertical cages are the best option. The up and down movement of the wings will not result in serious contact with the bars in a vertical arrangement and there is no possibility of the wings getting caught between bars. Also, the biggest argument for having horizontal bars is that it’s easier for birds to climb.
